		<description>Just one more comment, this will not effect lien investing whatsoever, since PA is not a lien state. And I do not see lien states adapting this solution anytime soon, since they rely on tax lien sales to make their budgets.</description>

		<description>First of all Pennsylvania is a tax deed state not a tax lien state, and most counties in PA will work with you if can pay on a payment plan. You have to be 2 years late in order for your property to be sold at tax sale, and as the owner of the property at the time of tax sale, you can apply to reveive any overage from the county that is bid at the tax sale. In Monroe County the overage is automatically sent to the owner of record if there are no other claims from other lien holders.</description>

		<description>It is unclear from the article sited whether this is a tempory fix, just for the 3rd and 4th quarter of 2010, or something that will be permantly installed. The article only says that 3rd and 4th quarter taxes were effected. It will be interesting to see what happens at next years tax sale. Will the maximum rate bid at the tax sale be 18%? My guess is that yes it will regardless of what the rate goes down to for the county. Right now even though the defaul rate is only 8% for amounts delinquent under $1500, they are still sold at the tax sale (in most municipalities) starting at a maximum rate of 18%. 

Right now I don&#039;t think that this will effect investors at all. It may even have the opposite effect that the municipality is hoping for. By lowering the interest on larger amounts of delinquent taxes they are giving the tax payer less incentive to pay them. This could actually add to the amount of liens in next year&#039;s tax sale instead of encouraging tax payers to pay the dilinquent taxes.</description>
